Quadrature Decoder/Counter Interface ICs

I have been looking for Quadrature Decoder/Counter Interface ICs as HP's HCTL-2016. Digi-Key is not selling them. Another option is LS7366 Quadrature
Decoder/Counter Chip. I can't find this either.
I was wondering why this is the case. Are there other options that I did not find?
