Hey, why don't you go for AT89s51/AT89s52
It simply don't require programmer.
Its an ISP. Which means "In System Programmer".

Please let me know if you need any more help.

Can it be programmed while it is in my circuit board? Do we program it through the SPI?

yes, it can be programmed while it is in circuit board.
you can program it through serial port as well as parallel port.
BTW, I am using parallel port
 
SmartPro S51 is a cheap USB programmer. I am very happy with it so far.
Its on ebay
