Programmable logic??

I have a requirement to take a gateboard design of mine and do alot more with it. One of the biggest areas that I can improve it is in board area (still quite small tho).

How? With a programmable device. I have about 5 SO16packages and all the gates are used up. WIth the gateboard in use there were a few conditions that I didn't acount for and could only be fixed with extra logic.

So want a logic chip down. Thing is I am more power and Analogue and have no idea about these things.

I have to use a fuzed device so power-up programming isn't an issue, I am just wandering what is needed to go with a programmable device (bar suitable rails and clock) or can I just put it on the board pre-programmed with power going to the correct pin as well as clock?
