Problem with pic16f877

hi friends......... Im doing my final sem engineering project on " An Electronic tap changer" using pic 16f877 i had written a program............. but when i apply +5v supply to the pic microcontroller im getting about 1.5 volts in every pins of every ports............. im in doubt to how to execute the program, i written it starting from ooh address.......... plz i need ur help in completing my project................
