Problem Triangle Wave Generator

I have made a triangle wave generator in Proteus but my circuit gives not output.
I have also tried different values of R2 and C1 but still no output. 2013-03-27_2229.png
my input voltage is 12V.

I want my output wave frequency to be around 10 kHz
 
I don't see any voltage applied to the second op amp. It may be a dual op amp but the simulator doesn't know that.
 
The circuit will work fine if the load resistance is 10k ohms or more.
The output will be centered on +6V and will swing up to +8.82V and down to +3.18V.

Maybe you must KICK Proteus to make an oscillator oscillate.
Maybe Proteus does not have a model of a TLC272 dual opamp.
