Practical GPS data

Does anyone know the basic method of mapping an area which has not been mapped with gps and using the coordinates to assing street names and exact street location? How would you even start going about this?
Calling them streets would be a streach, off road is more like it.
Does anyone know the sequence of events needed to do this? from the gathering of coordinates into a database to the programs needed?
 
get yerself a $99 gps data logger, drive the roads and then upload the datalog to google maps. even if it doesn't know there are roads there, it will show your track record - then you can use a paint program to name the various sections of your track as 'roads'.
