trying to find out voltage requirements for the velleman 10 band equalizer.

It's going to be whatever the supply voltage for IC10 (whatever that is) happens to be. I can't tell you for certain without more details, but on inspection, it seems that somewhere between 5 and 9 volts would be appropriate.
