Does any one have a circuit for Power factor controller for a Boost Type Rectifier cuircuit?

I have attached a simplified block diagram of a power factor controller in a Boost Rectifier circuit. I am just wondering why are we able to obtain the iref(reference current) for the iL by just multiplying the output of the Vo controller and the Vsync. Vo controller as far as I know is just a PI controller. so when we multiply 2 voltages together, why can we get the reference current?

thank you

and by the way, this circuit has proved to be working.

Even PSIM simulation program example proved this working.
