Picaxe programming help

Hi,
i am currently working on a project for school. I need to use a PIC28X2. I use Logicator software to program it. I need 18 outputs and 3 inputs. I set the picaxe to 28X2 but it only allows me to use 14 of the total inputs and outputs anyone know how to fix this or another software i can use which is free.
