PIC16F84 using NOPPP

Hi,
My computer gives the following message when you try to program a hex file into the PIC16F84, using a NOPPP based hardware from Ramsey Electronics:

"Failed at 0000: Expecting 3000, found 3FFF."

Has anyone in this forum come across this message/error?
