PIC Programmer

I Have Built a PIC Parallel Programmer( https://www.oshonsoft.com/picprog.html)
I want to program 18F4520. I have checked for following things
- VPP is approx 13.2 V ( While programming)
- VDD is 5 V
-Voltage at PGD(Pin 40) is 5 volt when data out pin is turned high thru software
-Voltage at PGC(Pin 39) is 5 volt when data out pin is turned high thru software
I have confirmed thru a parallel port monitor tht the value of data and clock varies while programming.
It is not even erasing the chip.
Please Help me.
