Yes, the slower the clock speed the lower the power consumption, this is why the 'Low Speed' mode is called LP (for Low Power) - using a 32KHz crystal really drops the consumption.
 
Power is mostly straight proportional to freq for a given part and supply voltage, so you're looking at 80% less power.
