PIC curcuit works only when I bring screwdriver near it

LVP WAS the the problem. I disabled it and the beauty is blinking fine.
God knows why it didnt work at all when I did the same thing last night. guess it was a loose connection elsewhere.

For reference: Ground pin "PGM" with a 10k resistor to disable the LVP. If you pull it high, programming mode is entered.
