Photo(transistor, resistor. diode) ?

Hi

I am doing a design of a traffic light controller and wanted to find out which of these: photo(transistor, resistor,diode) will best suit the function of detecting day so that the timing can switch to another control circuit. I am guessing that it's the transistor but any insight would be appreciated.
