pcb has a charge?

when i was cutting shorter my pcb then i noticed that most of the dust i got from it got stuck to the nearby copper track that happened to be a ground wire. does it mean that my board material has a charge?

i was cutting it with a dremel and cutterdisk.

Wen somting rubs at somting an startic charge builds up.Positivly charged stuff if atracted to negativly charged stuff.
