PAL Composite video into VGA RGB format

I wish to make a TV using a cable decoder and an LCD computer screen
Cable decoder output is composite video (AV out) RCA.
LCD input is VGA RGB plug.
Any chance of doing it ?

The PAL composite video come from a linear interlaced scan source,
and the VGA RGB is a linear progressive scan screen so a conversion can't
be make directly. The video signal must be memorize as interlaced and then render as progressive.
