optoisolators, Help using

We are trying to get an optoisolator to work for a project. we are using ECG 3086 (npn dual transistor). We connected +5 to the diode side and we are trying to light a LED on the transistor side. We cannot seem to get any voltage across the transistor at all when (we think) we turn the diode on.
any help is appreciated.

If memory serves me correctly, I believe the device you are using has a max of 1.5volts to the diode, you probably smoked it...

I could not find the spec sheet on the ECG3086 so have a look at the spec sheets on the ECG3086 equivalents for info:
