op amp rail question

what happens to the output range if the supplies of an op amp are different say +15v and +2v?? is the output range 2-15v?
 
Only if it is a true "rail-to-rail" opamp. Most are not!
 
To continue MikeMl's post, a standard op amp input and output typically can only operate to within 2-3 volts of the voltage rails.
