What are you switching on and off? Is this to be a regular, fixed periodic switching, or a random flicker type switching? What average interval between switches? What maximum interval between switches?

Sorry, more questions than answers.

just like make an open and close circuit between to point.
and regular as it just help to run a relay message (which will not run if the switch stay close...)
and few second is ideal as the sooner the the message run the better.
hope it clear thing up a bit..
:S

You could use a one-shot timer circuit made with an NE555. It activates the relay when triggered and deactivates it when it times out.
