odd noise

hey, I'm running a pic16f84a, and when i try to plug in a random clock into the osc it makes a high pitched whining noise. it stops when i run a regular periodic clock, i just wanted to know if the noise is the chip slowly frying or what?

anyone ever hear the high pitched noise come out of the chip before? and what does it indicate, and is it bad?
