Newbie requesting LED, Programmer Info

First a warm hello from a newbie!

I am trying to learn about and create some LED projects, and browsing around in the web I found information about a P16PRO40 PIC-programmer. Before I go out and buy one, can you all give me your suggestions in this general area, as well as suggest some books or web resources where I can learn about the subject? I have some electronics and ham radio know how, but its been a long time since my "Heathkit" project days.
