Need some help with lighting.

Hello. I was scouring the 'net looking for information when I stumbled upon this forum. I was hoping you could help me, I'm currently looking for the best way to emulate an effect for a costume that I am making.

The source material is a character named Van in the Video game "Tales of the Abyss". I have a link for a video of the effect, as I am quite new to electronic fiddling and I'm having trouble describing it in words.

I would like to make a arm covering that has embedded lighting (LED's or what ever would work best) that emulates his Right arm. Although I have no idea how to do this best. I have experience in soldering, although that was mostly for repairing boards.

Any help would be greatly appreciated.
