Need IGBT gate driver

Hi all,
I need an IGBT gate drive with can with stand until 4000V, and the spec's of IGBT are as follows

Vge=20
Vge(Th)=10mA
Part No of IGBT that i am using is IXEL40N400, manufactured by IXYS.

Please help me in finding the proper gate driver.

Do you need both a high side and low side driver?

Why such a high voltage? What is the application?

Why do you need the gate driver to handle 4kV? A schematic will help.
