Need help with circuit

I am trying to build a switch with four inputs that connect the output wires as shown. can anybody show me how the chip will be hooked up and which chip is the best to use and how to put a timer that can be adjusted. Circuit attached'

use programmable devices like MCU, EPROM etc

Do you know of any books that explain MCU, or EPROM circuits
