Need help with circuit design

Greetings,
I am trying to make a circuit that converts a pulse 0-4.5 volts sinusoidal (0- 3600 pulses per minute) to a voltage signal. Take that voltage signal and use that to proportionally amplify a 0-2.5volt signal to 0-5 volts. The device is powered by a 7 volt supply.

Could anyone recommend a circuit design and the necessary compoenents I would need to accomplish this?

Ron thanks. It does look like what I need. I am an ee nube and was wondering which model chip would be best?
2. How to mount the chip. Any special board accessories?
3. How do you program it?
