Need help making a usb 9 LED controller!

I am trying to make a controller that has 9 leds on it wich you would conect to your pc with a standard usb cable and be able to send commands from a vb application to trigger on and off for each led individually. Any help for this would be greatlt appreciated. If there are questions as to what exactly it is used for or anything else please contact me.
I have attached a picture of the genearal idea of this controller.

Implementing USB is pretty difficult for a beginner. Easiest way is to use FDTI232 IC to perform USB-> Serial conversion. In Windows it looks like serial port, so there won't be any Software problems. And PIC with standart UART would receive VB commands...
More difficult solution is to use PIC18F4550 or 18F2550, these PICs have USB peripheral build-in, but it's is "Very" difficult to set it up!
