Need diagrams for an IR Barrier

HI I need to make a circuite the emits a beam of IR lite that Will blind for EX: a web cam from a least 20 feat or soo ...it needs to be super blinding :D ... im making a project and need this circuite to complete it.

If some one can tel me how can y do this whit IR leds or someting y will be berry help full.

Any sugestions regarding this recuest is absepted. :idea: :p
