Aside from only lasting a few seconds it will barely generate any heat at all, likley just enough to tell the heating element got warmer. To generate the most heat you would simply use a thick piece of wire to short the battery out, this however is not a good idea as it may also cause the battery to leak or depending on it's size and type catch fire or explode.
