Mosfet as switch

I have a 0-5 V output from a µProcessor.

I want to turn a MOSFET on output from µProcessor, and get another 0-5 V output. I understand MOSFETs are hard to turn on at 5V, but I will find one with VGS between 1.5 to 3.5 V.

Then I want to take that 0-5 V that I obtained from MOSFET and turn a NPN on, and get 28-22 V output. My only available supply is +28 V.

I have attached my circuit. My problem is when the MOSFET turns on, the output goes to 0 V because source and drain want to be equal... what should I do to make this circuit work?
