I am talking about microwave bench with freq. meter and reflex klystron tube.
 
Well, the frquency meter is what is known as a Cavity Wavemeter, which is a type of absorbtion wavemeter.
A cavity is loosely coupled to the waveguide, and at the resonant frequency of the cavity, a small amount of power is sucked out of the waveguide and absorbed by the cavity. As the wavemeter is tuned across the frequency of the signal in the waveguide, a dip will be seen in the power indication at the far end of the waveguide.

The VSWR meter is used in conjunction with a "slotted line".
The slotted line has a probe which measures the electric field strength within the waveguide.
As the carriage of the slotted line is moved along the waveguide, peaks and troughs will be seen in the measured field strength (Assuming that the load is not perfectly matched).
Usually the VSWR is measured by first moving the slotted line carriage to find a peak voltage and then setting the meter on the VSWR indicator to full scale.
Then move the slotted line carriage to a trough in the voltage, then the VSWR can be read from the meter scale.
