Microcontroller current draw goes up when its Vdd rail goes to ~3V..why?

According to Sec 5.3
Note:
Restrictions
With Main Supply < 3V, ADC and DAC are not usable.
With Main Supply >= 3V, all peripherals are usable.
I'm guessing the extra current is due to the peripherals being activated?
 
maybe thats right, maybe when at the threshold voltage the perioherals are getting activiated then deactivated repeatedly, and this draws more current?
