Meaning of tactile switch

It often refers to one of those little snap switches like those in a keyboard, a small momentary push button swtich with a short stroke.

Also sometimes these are membrane typ switches with a metal snap disc.

Commonly seen mounted on a PCB with a separate plastic button actuating it.

is it used like a joystick?

Not really, it's just a momentary contact push switch (cheap mice use them), some cheap joysticks use them - although better examples of both would probably use micro-switches.
