MCU suggestions plz

I will use infrared sensors, say 20, to detect a hand. I want to vary the voltage according to number of sensor detected. For example, voltage will be bigger when all 20 sensors detect hand, voltage will be lower when few sensors detect hand. Is there simple MCU I could use?
 
One with 21 port pins?
 
It does not really matter how many pins as long as it will be able to vary the voltage level according to number of sensors detected.
 
well, you need MCU with A/D converter such as PIC18f452
