Low voltage alarm?

Looking for a circuit with a minimum of parts which will turn ON a LED when the input voltage decreases below a preset threshold. Turn on at 11.50V ± 0.05V (adjustable with trimpot). Current draw with LED off < 1mA. Current draw with LED on < 10mA. Temp range 10 to 40degC.

It will be used as a low battery alarm.

Any ideas?
