See page 2 of the datasheet linked below: https://www.electro-tech-online.com/custompdfs/2010/03/CD4001.pdf Notice how for every N-channel MOSFET there's a P-channel MOSFET and that the NOR gate input stage is the reverse of the NAND input stage?
