LM3914 Can't get bar mode to work

I got the basic circuit from the data sheet to work, but when I change pin 9 from low to high it makes no difference - the display is always in dot mode.

I've tried connecting it directly to V+ and to Pin 3 (same thing) but it makes no difference. I checked the voltage on Pin 3 when high and it is indeed high.

I have no clue. Any help would be appreciated.

Out of curiosity...... What is your supply voltage ?

Choosing bar mode should be as simple as pin 9 to supply unless you have damaged the chip with too much voltage into pin 9
