Would wiring LM317s in parallel give me a higher maximum amperage.

Theoretically yes but in practise it's not a good idea to wire LM317s in parallel because they might not current share very well.

In reality it's a better idea to add another transistor to boost the current.

You could use a LM338 for a higher current without a external transistor, as I recall the 338 it good for about 5A.
