The opamp has a gain of 1 when the circuit has a very low input signal or less if the input signal is higher than the threshold voltage.
To make it more sensitive then just decrease the value of the input resistor R7.
 
I need to set 1.9v as my threshold.
From your suggestion, i should reduce the value of R7 right?Does the value of R13,R14,R15 and R12 remain unchanged?
 
Try removing R10 to double the output voltage.
If you reduce the value of R7 then the circuit becomes more sensitive. You want it to be less sensitive so increse the value of R7. Don't change the other resistors.
