LED vu meter circuit idea

I am still working on EQlizer w/ a boy scout and instead of a simple bar/graph display I came up with this rough idea.
theory is the 2801 outputs go high when the 3915 outputs go low. being set in the dot mode thus only one output is high.
the second 3915 is set in the bar mode so the leds will (should) respond like a frequency analyzer??
just an idea. easier than using an osliater and then switching all the array strings w/ individual transistors as found in

any thought as to weather it will work?? or better ideas
