LED Volt Meter but for Low voltages

Hi,
I am new to the forums and a bit of an electronics newbie.
I'm looking for a circuit that contains several LEDs
one LED to light when the unit is on and no voltage detected.
one LED to light when 0.2v is applied
one LED to light when 0.4v is applied
one LED to light when 0.5v is applied
one LED to light when 0.6v is applied
one LED to light when 0.7v is applied
one LED to light when 0.8v is applied
one LED to light when 0.9v is applied
one LED to light when 1.0v is applied
one LED to light when 1.2v is applied
one LED to light when 1.4v is applied

I know the voltages are tight, i'm not worried if say the voltage is 0.8v and all the previous LEDs illuminate or if only the 0.8v LED illuminates.

Do you really intend the steps to be non equally spaced? If so, read my post to this thead.

The steps can be equally spaced just my typing skills.

I would be powering the device with a 9v battery and will detect the voltages coming down various cables.

would this be easy to do?
