Is it possible to use a HVDC type qualcom quick charger iC with an arduino to control voltage

Basically, HVDC QC chargers use paired QC iC and a SMPS iC which adjusts the output from 5v to 20v in some chargers.

I was wondering, are any publicly attainable HVDC type QC charger iCs possible to operate instead with an arduino controlling the output of a DC-DC converter, enterpreting the output and simulating whatever input the QC iC needs to operate? controlling the DC-DC converter is easy, but, meaningless without the QC protocol.
