guyz im making a ckt using avr controller to control 16 relays through remote control using ir receiver tsop1738 but dont have the transmitter information which can work with tsop1738 please someone help

I would start off by looking at the TSOP1738 data sheet.
Then using that data jump to the TSAL6200 data sheet.

Almost no hardware needed - check my PIC tutorials for the hardware I use, the same would obviously work just the same on an AVR - the modulation is all in the software, and dead simple to do.
