IR transmitter and receiver

Hi
i am currently doing a project regarding room light controller.
For now i just had build the transmitter and receiver part.
I want to ask how i going to know that my IR transmitter are trasmitting the correct frequency and waveform?
and how i know that my receiver are received the signal from my transmitter.

Thanks for the help.

actually i am using 555timer to build the transmitter.
pin 3 is the output of the signal. Below is my circuit.

So its mean that connect pin3 to scope and ground?
and supply 5v to that circuit? then the waveform and frequency can be display in the scope?
