IR sensors (Infra red remote)

Hey, I was wanting to make and IR remote for a circuit, and I was wondering how to go about doing it...
basically the remote has 10 buttons each button does something
eg 1 turns on 1 thing 2 turns on another and 3 turns on both
umm... not sure what else to say... if I haven't been clear enough just ask what other info you need.
 
They sell IR modules that will do the difficult part and give you serial data out for a modulated IR signal. You then have to read the serial data and decode it.
 
Well basically I just want it to be as simple as a remote for a tv and the reciever just needs to know what to apply power to
