could someone please clarify for me, if the CARRY OUT output of a CD4510 counter will change state if it counts down from a preset value to 0000? or will it only work counting up to 1111, or if counting up to the preset value?

hi,
When ever it rolls over the /TC will pulse, look at the image.

BTW: its a BCD Up/Dwn counter so it will never be 1111...

So if its preset to count to 7, TC will pulse every 8 clock cycles?

hi,
If you want it to give a /TC after 7 pulses, you will have to preload with 2 and count Up, or load with 6 and count down.
