Hello.. i need some opinion about this circuit that i wanna do... please help me to find out posibles error in the dising...

There are no errors in that circuit that I can see. It was copied from a proven source, ARRL, it was checked carefully by the owner of the website, and then it was also checked independently by another, so it should be fine.
 
Bear in mind it only uses a free running oscillator, so it's not going to be very accurate, and it will vary with temperature etc. However, it's going to be plenty accurate enough for reading inductors!.

You don't need to, it's a ready built commercial product, and really small as well - they do a complete range of similar instruments, check the link.
 
in other of matter.. i have to buy a programer?? and then?? i have do download the program of you web side?? can you helpme to do that??
 
If you're building a homemade one, like in mcs51mc's link above, then you either need a programmer, or someone to program a chip for you.
 
You can dowload the PIC program from the site.
Programming the PIC .... .... maybe the store where you by the PIC
 
You use a PIC programmer, you load the code into your computer, and use the programmer to transfer it to the chip.
