ICDWarn0020: Invalid target device id (expected=0x84, read=0x0)

I have been working on trying to use a PICDEM 2 Plus demo board with a Microchip MPLAB ICD 2 debugger.

I have debugger connected via USB to the PC and RJ45 via the board

The PICDEM 2 Plus board is the one that has the power 5v.

everything is connected, you can actually connect to the ICD 2 debugger however, I get the following error.

MPLAB ICD 2 Ready
Connecting to MPLAB ICD 2
...Connected
Setting Vdd source to target
ICDWarn0020: Invalid target device id (expected=0x84, read=0x0)
...Reading ICD Product ID


then it runs a selftest and fails the selftest.

What is incorrect with this setup.

Please help.
