IC-Prog Question

If I set the config values in code and then load the hex file into IC-Prog, it sets the fuses on the config panel. If I change the values of the fuses on the config panel, does this get written to the PIC instead of what is in the code?

(I think the config panel overrides whatever is in the code, but I just wanted to make sure! )
