I need information about window ce and RT linux

I know that window ce and RT Linux both are different type of real time os
but I don't understand the basic difference

window ce
micro kernel
priority based scheduling
multitasking
shared memory
interrupt handler

RT LInux

micro kernel
priority based scheduling
multitasking
shared memory
interrupt handler

both have common features so what is basic difference between them

We have had real problems with CE. The CPU goes away for 100 to 200mS and does some thing, who knows what. Micro Soft is no help. Management loves MS and we don't know why.
We have started development under Linux for all new projects and will convert to CE at the end, just before shipping. If things go as planed there will not be time to convert to CE.
