I suppose you would need a way to load the characters into the parallel 4015s (maybe a micro controller), then clock them through the string.
A better way would be to use a micro controller with plenty of in/out pins and clock it in software. Multiplex the I/O pins to light the display.
Use more than 1 micro if you need more outputs.
